Create a requisite formula to use on your discount condition.

Makes this formula to either:
-read a sales order count z table (that you also must feed data at sales order save) to check if the customer has already reached 10 sales order.
-or select the table vbak (max 11 records) for this customer and if there is 11
-or verify if there is a LIS/SIS table that would serve as a count of sales order

then turn off the condition requirement (sy-subrc = 4)

remember that your approach may be a performance issue, so, it would be recommended to use STATICS data - check if they are empty before reading the database.
