[sap-basis] Create a new SAP client issue

Hi Gurus,
I'm trying to perform a remote client copy from PRD to QAS. Before that, I need to create a new client my QAS system and have tried it by using use tcode: BD54. However, after new entry is being added, it's asking me to generate a transport in which I think should not be needed.
I'v tried to change the setting in SCC4 and SE06 to allow changes, but it's still the same, asking for a transport.
Did I miss anything here? Or is there something wrong here?
