Hi Nilson,
There are three ways of activating Material Ledger. viz, Transaction based price determination, single-level and multi-level price determination. Activation occurs at plant level. Menu path: SAP IMG Menu --> Controlling --> Product Cost Controlling --> Actual Costing / Material Ledger --> Activate Valuation Areas for Material ledger. (T. Code: OMX1).
