POC means I am referring to Proof of concept, you can see the look and feel of several interfaces and can zero in for one interface.As far as SaaS is concerned, you really don have to buy software or pay for licences, one third party will implement it, we will test and evaluate it for a period of time, if you are satisfied then you can go ahead with real implementation , otherwise you can drop off.
Convincing Managers again can be typical HR task, you can give them incentives for doing this extra job and can save on ESS licence. Well for all these you have to do proper cost benefit analysis and ROI evaluation.

We're thinking of implementing some basic functionalities (e.g. Leave application, view payslip, etc) for these blue collar workers. When you mention "try with POC", I believe you're referring to a 3rd party (e.g. dept admin) to do the data entry for this group of employees? How about sensitive info such as payslip?
Yes, we will also implement MSS together with ESS. I understand that Line Managers can access their employees' records via MSS. But the challenge here is to convince the Managers to take over tasks such as data entry for their employees.
Does SAP provide SaaS? What is the difference of implementing ESS using portal vs SaaS in terms of licensing?
