Locked users due to incorrect logons are still counted as part of the
number of license you bought from SAP. You have to delete or locked the
contractors that are no longer using your system to save your license.
You mustlock the users and change the validity date of the users. You
have to delete/request to have the users be locked too if they have OSS
users ID.

You must update the system measurement once a month to be sure you do
not exceed the number of license you purchased. This is also a
suggestion from the annual measurement that SAP send to all customers.
After the measurement guide completed successfully (runs in the
background), you can click the measurement statistics and there you will
find the number of license you have used in your system. In our
landscape, I monitor the users that are not being active in the system
for 30 days. Most of the time, the inactive user(s) left the company
and nobody from HR gives you notice of termination. This is part of our
security to have the HR gives notification of employees leaving the
company or on leave of absence.

I ran USMM and noticed that I have locked users in PRODUCTION. Are these
users counted against me? Should I delete the accounts of contractors
who are no longer on project?
