If using SAP payroll and positions are being utilized to full potential (contains attributes that define type of employee, how paid (hrly, salary, day rate, etc.) than they should be staffed accordingly. Also, need to consider if reporting is used from position attributes to identify the number of hrly, salaried, etc.
A utility can be run to easily identify 'vacant' positions and delimit, but only if the vacancy indicator is NOT being used.
