Hmm - I'm afraid personally I am not that familiar with production orders.
Have you tried creating one manually to see if all the stuff that it sounds
like you have setup is working fine? It may be that in the interactive
screens you'd get a detailed specific error that would pinpoint an issue
that the SD process doesn't propogate back up from whatever function modules
it calls to try and create one perhaps?

Even if you didn't have material available if you have an RLT time then I
would still expect a future dated schedule line so given you've confirmed
what schedule line category you are getting what do you mean by its not
confirmed?

Also does SD definitely create a full order (as I say unfortunately I've not
used them yet) and not a planned order that you need to convert a planned
order (so CO40 individually or CO41 to search and see if you have one)
