I have the resolution to this issue. We are on ECC6.04 which I did not mention in the original email. The problem was encountered because I was executing this via the t code PU12 using the interface format & layout OTMN, rather than calling the program RPCEMDN0_call. Once I changed to executing from the program the employee detail started to generate as well.

Hello,
We are currently running the the SAP Outsourcing process in the US and have been for a couple of years now. We are starting to roll this process out to other countries, and would like to speak with others who have done the same.
I have encountered an issue with testing this process for the Netherlands, we have are getting the Header & trailor IDOCs, but no employee segments. We have attempted hire associates, as well as changes on associates but no employee segements are generated. I suspect it is something that we missed in setup, but have not found good documentation on setting this up other than for the US.
Any suggestions would be greatly appreciated.
