I cannot imagine how will you differentiate between minor changes (that you want to resist to go to COPA) and major changes of Sales Document that should go to COPA. If you think that Sales Order are not needed, why don't you deactivate the flow at all? Analyse your nature of business then you can decide whether you need the Sales Order in the COPA or not.
fyi, I never activate the Sales Order flow to COPA.
