[sap-wf] OM Position Subsititure Relationship and Workflow

Hi Colleagues,
I have two questions: 1) What do the Substitute relationship A/B009 Substitute with Profile A/B210 do when given to a position. How do I use it in OM. 2) We have a workflow that is hard coded to go to a specific chief position (such as MIS Director) when someone is hire. Can the Substitute Position relationship be used if the original chief position is vacant at the time of the workflow so that another Position gets the workflow? So that if I create today a substitute relationship to Position X with the MIS Director position when the MIS Director position becomes vacant will Position A get the workflow that the MIS Director would get?
