All the data you need is in USR02. You can write a program to periodically
query the table to pick up users in locked status and then send the emails.
You will need to maintain a list of managers or work out a way to derive the
information & then use standard email functionality in SAP to send the
notification.
I don't know how many users your client will have, personally I would not
recommend this as it will lead to extra emails which will get ignored.
