[sap-solution-manager] CHARM - Need to Create and release urgent transport manually in our satlight system after actvation of charm

Dear all,
We are activated CHARM process in our landscape and working fine.We have some quires after activation of the charm
1 --> We need to Transport existing transport request to QA and PROD systems manually (using STMS) not using Charm
2 --> whether we can create and release any urgent transport request manually in our satlight system (With out using activated Project) ?
