Incompletion procedure related messages are always warnings and not Errors in standard SAP. For making the VBAP-KDMAT field mandatory in the order line item, use user exit EXIT_SAVE_DOCUMENT_PREPARE which will check for this field and trigger a customised Error message before saving the sales order.
