This is correct for the flow of the costs. But I think the question is about why the PR does not show the WBS of the PM Order. Really, the answer is just that it doesn't. I think it simplifies the account assignment display, e.g. it also does not show the responsible cost center. So the PR only shows 1 account assignment. (Also when you look at the extended PR list display in ME5A you will get separate columns for the account assignment.)
To get the cross references you have to write a custom report, or export to Excel and merge the results of the PR with the PM Order account assignments.
