As you said it is due to the splits being different, not only for WPBP.
Before this rule, you need another rule to remove the WPBP split in w/t 9000 if the w/t does not need this split.
Or in w/t 9B30 the WPBP split should remain as is; in this case check where it is created and ensure it has the same split as 9000. In pay sim log check the instances of 9B30 and see where the split is removed. See if you can avoid it. The removing of splits cold be due to a proc cl value.
