Your setting in MOL in SU3 has nothing to do with processing in payroll. MOL is a default value when accessing tables and other items that require country grouping as an access key.
Did you accidentally forget to put the payroll area in the employee selection section of the payroll driver screen? If so, payroll will try to run all employees in the system, regardless of country grouping. Since the payroll program is run by country grouping, you can get this message for employees who are in an incorrect country grouping for the driver.
