may be the user might be viewing the old record data. ie monthly, or might have access in different role. Try implementing structural.

We have a role that restrict users access to employee records by employee group eg a user may only be authorised to see monthly employees . However when an employee moves onto a new employee group eg Salaried - the user can still see the employee record.
This seems to be standard functionality to allow access for a certain time to employees after moving to a new group.
How can we restrict this behaviour?
