The best is to use HR data transfer tool box, which provides you with the spreadsheet for OM objects. you can fill the spreadsheet for object O and S and provide their relationship and upload. This is quickest way and easiest way. I had used it for many clients.

State of Louisiana went live with HR and Payroll in 2001. All existing org structure and HR data was mapped and migrated - after lots of clean-up. EE actions and payroll history from legacy systems (2 of them) was done differently. We created 2 Z custom tables and reports to read them, and migrated all the old stuff to them.
Hope this helps!

Use the HR data transfer toolkit if you can find a copy or at least use the
instructions and sequencing provided in those instructions. It provides the
correct sequence for migrating and properly resolving the sequencing of
legacy PA and OM data.

Hi collegues, can you help me with one issue. We are implementing SAP HR to
one company which has their HR system from 1991. Now the client want to
migrate history master and organisational data from 1991.
The problem is that in their legacy system there is not history about
hierarchy of Organisational units and position, they only have information
of employee belonging to position and Org. unit in history.
What would be the best concept of migration. Should we migrate Org units and
Positions first in tables T527X and T528B, upolad masterdata in infotype
1001 and from go-live activate OM and manually create hierarchy in OM or is
there any better way?
Thank you
