SOX controls require to verify the users that have performed a PGI (Post goods issue) to verify Documentations, segregation of duties and inventory controls among others ( for example goods issue documentation exist or goods receipts not performed but vendor invoice paid, or the same user that release/create purchase order for his family member vendor is not the same one doing a fake goods receipt in SAP, etc.).
From SAP perspective, you could accomplish such a requirement using MB51 (Detail List) that shows the part number, material document, posting date, quantity, Price/Cost, order reference, user name, movement type, etc.
