Hello Tony
On one of the recent versions of SAP I saw an undo transaction for change numbers. You might be able to undo the damage with that. Regret I cannot recall the Tcode.
Sadly once BOM items are deleted without a change number, they are really gone. Fortunately you used an ECO, so at least the data is still there. The error message when displaying before the change date should be an issue for OSS.

BOM previously and from there restore the BOM lines.
