As I am clicking on my WBS element in simulation version in pre-planning phase of project when I didn't assign any budget to the project I am creating it. At that time when I want to attach any document of ps text or for a detail if I double click on that WBS I am getting an error that "WBS element can no longer be shifted".
I am creating a project at that time I didn't assign any budget then why is this error coming?
Please Suggest..
