[sap-acct] Calculating Taxes for Some Canadian Provinces

I have a tax calculation/configuration question. We are implementing ECC6.0 and using Vertex. We are only concerned with calculating taxes on sales. I am able to calculate taxes for US and everything appears to be OK. My issue arises when I have a sold to and or ship to address in Canada and I am shipping from a US location.

For some provinces, I appear to be calculating the taxes correctly (HST appears to be calculated correctly and I get one amount for British Columbia, New Foundland, New Brunswick, and Nova Scotia)

For Ontario (GST) I get the correct percent. For Quebec, I get the correct total percent, but it is not split; No taxes are calculated for Alberta, Saskatchewan, Manitoba, Prince Edward Island, Northwest Territory, Yukon territory, or Nunavut.

My configuration settings are as follows;
TAXUSX is assigned to US and CA
I am only using one pricing procedure.
The UTXJ settings are associated with the pricing procedure and with TAXUSX
The CTXJ settings are not associated with the pricing procedure or with TAXUSX

Any idea where I can look to see why it is not calculating taxes for some of the provinces?
