I solved my problem!

Fist of all, I had a typo error on line 1. PSPAS should have read *PSPAR*-TCLAS='B'.
Second, instead of 'attaching' it to IT4000 in T588Z, I associated my dynamic action to IT 0001.

0001 06 0 ******INSERT 4005 IF APPLICANT GROUP 1, 2, 3, 4***
0001 06 1 P PSPAR-TCLAS='B'
0001 06 3 P P4000-MASSN='21'
0001 06 5 P P0001-PERSG='1'/X
0001 06 7 P P0001-PERSG='2'/X
0001 06 9 P P0001-PERSG='3'/X
0001 06 11 P P0001-PERSG='4'/X
0001 06 13 I INS,4005

IT 4002 is in the sequence of infotype in the info group for the action...If you are looking at my original post, it is in 6th position.

When I am adding IT 4005 via a dynamic action, IT4005 appears at the end of the sequence of infotypes for action 'New application', therefore, after IT 4002. This causes a problem since the entry in HRP1001 is created with field SCLAS empty.

I would like IT 4005 to appear before IT 4002...so my question was :
Is there a way to control where the infotype I add via a dynamic action will appear in the sequence of infotypes or will it always appear at the end of the action ?

I hope my question is clear!!
