If you want to fetch HRP1028 in a program or function, you may need to look at the program module, which processes the infotype.
To look at an infotype's module, go to the txn, display the IT. Navigate to System->Status, this shows a screen showing the program used. Double click the pgm to display it. Then look for functions or calls, by search term '1028' for example for IT 1028.
Or you may be able to find in SAP Help portal.
You may need an ABAP person if you are not one. I am not, so this is the way I try to find information.
