Hi
Check whether the tablespaces are in offline (sql>select * from
dba_tablespaces; if tablespace is offline take into online using command
sql>alter tablespace psapsr3 account online;)
check whether the schema owner is locked(sql>alter user sapsr3 account
unlock;)
check the loopback adapter is disabled(check in status bar)
