I have double checked in the IMG but nothing good.

Delivery blocks can be put at :
1) Sales Order document header
2) Schedule Line level
3) Customer header Level (VD05)
Be sure to follow all IMG steps, appropriately.
Plz explore and see how it fits your req.

Business need is such that we need to have block on header level.

What I suggested below : .... if you block at order header, you also need to assign this block to the order.
Plz read the last word - "order" as "delivery doc type".
If you do not assign the delivery block to the delivery doc type(in IMG), it will not block the delivery.

If you need to block a particular order type , the best way to do is schedule line level block.
Or if you block at order header, you also need to assign this block to the order.
