Here it looks like you are having change access to FBL1N through FB02.
In other words program linked to FB02 is calling FBL1N.

Thanks for your shared information, I have tried SU24 and added almost all the object as 02 in ACTIVITY, but same results.
Finally I have tried SU53 and found Transaction code FB02 is needed, I have added the same and user now have this edit button.
