Your requirement is one user will create a PO and other user (i.e. PO
approver) will approve:

Please follow below steps:

> Edit Characteristic: Characteristics are the criteria for a release
condition.
> Edit Classes: Create Class for a release procedure and maintain
characteristic/s in class.
> Define release procedure for Purchase Order
- Release Group: Create Release group and assign class
- Release Codes: Set release code which is used for electronic
authorization
- Release Indicator: Create blocked and released indicators which will
decide the status of the document.
- Release Strategies Set the Release pre- requisites, Release status,
Classification and do simulation.

Hi,

See Release strategy is used to give authority to someone for releasing the PO. If there is not any Release strategy then After creating the PO.Document would be immediately goes to Vendor.

There is indicator for releasing the PO immediately.. the sole purpose of that indicator is that..after creating that PO. That will move immediately to vendor [If connected via EDI [Electronic data interface]].
