In STC01, you can export table data and config, including SOAMANAGER stuff. But this depends on your support packs version. go have a look in STC01.
Other than that, you can always reconfigure this after a refresh.

Every time, we refresh our Quality system with Production system, Web Services (SOAMANAGER) is lost. We have heard that, this can be avoided if we use STC01 transaction.
We are not sure, how to proceed with this transaction pre/post refresh. It would be great, if someone throws some light on this.
