Apologies I forgot to add many IMG transactions are parameter transactions
for SM30.

These are not blocked by locking the system. You may also be aware that
many sap tables do not have an authorisation group which limits the
effectiveness of S-TABU-DIS.

So SM30 should also not be granted in a PRD system

I hear what you're saying.

But I thought the purpose behind locking the client is to avoid changes from being made via SPRO - regardless of authorisations. (Assuming you're not authorised to open it up!)

By default - if a client is locked - how much of SPRO becomes read-only?
