Yes, you can send an email to multiple users at the same time; just put all the recipients in the multiline container element RECEIVERS.
But you have a bigger issue to address. Workflow is, by its nature, an asynchronous process. It seems to me that the approval you speak of for a BOM change needs to be a synchronous process; once the user has made changes to the BOM and hit the SAVE button, you only have two choices: allow the change or abort the change. I cannot think of a way to cache the change until it gets approved, then, at a later time, make the change. Think about it.

For BOM , I found object BUS1080.
I Have Created Custom Object - ZBUS1080 & also created event for that ..
Now I apply both in workflow..
But when I change BOM, workflow does not trigger..
Please suggest.
