Please check your previous loads. There should be one load failure. pl try to activate. if not possible
1. delete all requests above all red requests including the failed red and reload.
or check the redload request errors in psa and correct them. by deleting all requests above all red requests including the failed red reload from PSA request by request.
This should solve your issue.
