Did you create the Object and MIME type like .GIF check SSM_CUST table
in SM30, create the Start_ Image = object name and Resize_Image = yes
Check those are and restart system.
It may solve.

Just curious if there is a max size, either file size or dimension size of the image for the logon screen? Any impact on this factor?
I'm using a GIF image with size about 380KB.
