Perhaps you could try a work around since you say that you have
already deleted trace of dunning data from the customer master and all
related open items.
Please see if you can copy the dunning procedure and rename it and
assign the new copy to your customer master record and commence
dunning again. But please understand that you should first get rid of
any proposals and parameters already dangling before you you start to
dun again. Also, you should take help from some person who has access
to creating dunning procedures ( if you do not have access to create a
procedure ).
However, this is only a work around and it is not sound practice to
delete trace of dunned data from masters and line items. As an auditor
( I was by profession an internal auditor ) , I do not consider to be
an ethical practice at all.

please verify once again
1) dunning date in master data, cancel it
2) dunning level both in master data, cancel it
3) dunning date in customer line items (please verify all of them and cancel dunning date)
4) dunning level in customer line items (please verify all of them and cancel dunning date)
5) verify if your customer is included in dunning proposal.
After these verifications/changes you can create new dunning proposal and the system should restart from zero.
