The idea is that the approver has already approved the SA for a certain value, so if the value is now lower than before, the approval is already implicitly in place from before. Why would the approver need to waste his time reviewing it a second time?

MY client has below requirement.
We have implemented Release Strategy for Scheduling Agreement.
For any change done in SA Rate or Target Quantity through T-code : ME32L,
it should trigger for Release again.(Rate/Price is lower than earlier value )
Standard SAP trigger for any increase in Rate, Quantity only.
