When in FB03 these 2 fields do not appear on the screen. I think that it is not possible to make them visible on the header level (following an SPRO path).
I also checked that those fields exist in BKPF.
What else should I do?

You don't make it clear what you mean by "make visible". These two fields always display on the Document Header, but they are never available for input - they can only be filled by SAP using other means such as substitution.
