Finance Accounting-> Finance accounting Golbal Settings->Tax on Sales/Purchases-> Basic Settings->Check Calculation Procedure
When I tried to enter rcs it gives above error.

You don't say where exactly you're trying to create a new entry, but typically the customer namespace means you have to create your entry starting with a X, Y or Z. For example if you want to create a new Vendor Account Group, it's a good idea to make it start with X, Y or Z so that is it ignored by any future upgrade or support pack you implement.
Creating in SAP's namespace runs the real risk that they remove it / change it during upgrade.
