The domain for that field has a value table associated to it. That's why you're getting the dropdown.

Subject: Selection Screen Field F4
The following two lines of code result in F4 help being created for the field. I haven't been able to determine why.
The database table-field used to define the field doesn't have a search help defined. The data element of the table field doesn't have a search help defined.
Debugging the code before the selection screen pops up caused me the get lost down a deep hole of SAP code. Why does this field have F4 help?
tables: t004f. " Field status definition groups
select-options: s_group for t004f-fstag.
