Actually Pi is a functionality like sd, fico, mm but netweaver is a
product which consists of some functionalities like xi ,pi etc..

The main difference between PI 7.0 and PI 7.1 is the Enterprise service enablement. The difference between PI 7.1 and PI 7.3 is the possibility to have a Java only. (AEX) For more detail you have to look at the release notes and Guides (Master, Technical, planning, Install).
