I also tried to set login/no_automatic_user_sapstar back to 1 and then
restart SAP. Then I set it again to 0 and restart again the system but still
it didn't work.
if u reset the parameter the default password for *SAP** is *PASS*.if u try
this password?...

Just run the following command:
Delete from ids.*USR02* where *MANDT*='000' and *BNAME*='*SAP**'
before run above query, confirm the database is IDS. Don't run it in Master.
