[sap-basis] SM21 SM12 entries, background job stuck in released status

Hey Team,

I have some entries in SM21 which says s:

Initialization complete
> in program , line ??? , event
Event handler: Job cannot be processed
> Reason: Failed to enter security mark
> Job RDDIMPDP


in SM12 there are locks on table BTCCTL with user name SAPSYS.

There were a lot of job stuck in the morning with released status which we
had pushed manually, are all these related, what can be the reason. what
should we check?

Fast help appreciated.
