Your base unit of measure is the smallest inventoried unit, ie, meters in your case. Since your rolls are not a standard size, you cannot use the alternate base unit of measure unless you accept a variance of 100 m/roll. If so, you can then receive and issue in either unit of measure and do a physical inventory adjustment on a periodic basis.

then you can purchase & issue the material with meters.
