PA03 TCODE LOCKS THE DATA MAINTENANCE BY PA30 UPTO PAYROLL PERIOD ie you cannot create ,change,delete the master data up to payroll period . But future data of the payroll period you can maintain it ..

I have set Payroll Control Record status to Released f. Payroll (PA03), means that I have locked that Payroll Area.
Interestingly that I can still maintain master data (PA30), I can create, change, copy, delete and other activities.
Any advice why can this happen ?
