I agreed with you but when we create new client that time we don't have data
there, means we can't create user sapadmin
and we can only create logical client in sapadmin user not in SAP* or DDIC.
And here for Data I don't want to perform sccl local client copy.

Just create a new logical client using BD54 and then assign it to your QAS then assign it using SCC4. Remote client copy requires logical systems to differentiate between the systems.
