How does your stock overview (MMBE) looks? Can you see the stock quantity in the new storage location?
Have you looked into the storage location determination setup?

Dear Gurus,
We have created a new storage location under a site and transferred goods
stock to new location. Also changed location in material master (IS
-Retail).
Now the Outbound delivery is not getting created for the stocks in
new storage location.The error message is Only 0 EA of article available.
Please help.
