Your settings sound correct in SE06 and SCC4 so why not turn on auditing in ST01 for Authorizations and try the tcode again. Look in the logs for either a RC=04 or RC=12 and correct these objects if you find any since you are at a bypass. SAP_ALL does not contain all authorization objects sometimes. Also, did you restart the system after you made the changes?

I don't know if this is either a Basis or ABAP concern. So I'm sorry if I posted this in the wrong thread.
Anyway, I hope you could help me with my basic question.
In transaction code SE30, when I clicked on the Tips and Tricks button (Performance Tips and Tricks for ABAP Objects) I noticed that the editing function is disabled stating that I am not authorized for editing. My simple question is this: How do I enable this?
I don't think this is a role issue since my user has SAP_ALL profile. Also, I checked in other SAP systems and some of their SE30 Tips and Tricks editing function are enabled. I asked ABAPers if they know how to enable this but they say that they don't use this so I don't know who should I refer to regarding this matter.
I hope you can help me with my simple inquiry. Your help is highly appreciated.
