I don't know if this will solve your problem, but it's worth a try:
Bring up your ZME21N transaction in SE93. Follow menu path Utilities->Authorization for called transactions. Add ME21N to the list.

My specific requirement here is
One set of users have to use me21n transaction with some fields greyout (
non editable).
for which we have used by using transaction variant (created new tcode
zme21n) .
Other set of users need to use the standard me21n.
first set of users should not use me21n so we wanted to restrict them by
authorization.
where exactly we are failing as system asking authorization for me21n while
end user executing zme21n.
