There shouldn't be any problem with the TMS parameters... at least nothing has been changed there. the only thing we have change is a external program used for importing... that has been updated.
I'm thinking that maybe it is something related with roles... maybe these users have roles for releasing using this external tool but dont have any other... dont know at SAP basis level....
the thing is that there is no info regarding this .LOS files anywhere! :(

I have not experienced this issue before, on many projects.
Check the configuration of TMS and the TMS Transport Tool parameters.
