cpaine, I'm not sure if this make sense since no all the users in SAP has a developer key... and are able to release transport.
I could guess that maybe it is something regarding some role at sap level,.. but no idea

We are facing a problem with this ".los" files...
they are being created into usr/sap/trans/tmp ... with some users id as a file name (user.los)
I had faced before some similar problem, with files .loc, you can find some post regarding that around here, there are several differences, the file extension, obviously, and the file name, for the .loc the name was the transport request... easier to analyze. in this case, since is the user who is locked ans is not able to release...
