I'm not sure why you chose to call it a "center" - SAP calls it a "Plant", and that's what all of us here expect it to be called so we can recognize it. The word "center" has other meanings: cost, profit, work, etc.

The only solution to the issue of not copying to create the plant, is to go through ALL of the other customizing activities that have anything to do with Plant. Those that need unique configuration per plant will need to be dealt with individually anyhow, and those that would have benefited from the copy will need to be done manually. It's a lot of work, but if you're a professional MM(IM,WM,QM,etc) configurator it's not impossible.
